Specifying Categories under Browse Requests tab #29

(as per discussion with Isad) Implementing Partners and Donors categories currently consist of the same agencies as partners:

-- both Implementing Partners and Donors category consist of the same agencies -- even with tagging either Implementing Partners or Donors it captures both

We probably want to have specific categories for this? :

-- Implementing Partners can remain -- probably specify certain agencies as Donors

Also, any comments regarding having the Government Agency category? Is it okay to have this category as well? Or slightly redundant
