[Enhancement] Add rule-based configuration system #5

Use a rule-based configuration system to make configuration infinitely more expandable.

Possible predicates:

Is a hostile mob
Mob type satisfies some condition (exact match/in list/from specific mod)
Difficulty (would solve #3)
Phase of moon
Other mods' situations (such as #1)

Possible effects:

Set detection range
Modify detection range (e.g. addition, multiplier, according to formula)
Set x-ray vision
Set directional vision (as in #4 )

Could use a similar system to loot tables.
