[MIRROR] Adjusts VV dropdown perms #904

About The Pull Request

Restricts most of the VV dropdown options to outside Moderators' perms.
Allows moderators to rename mobs.
Some misc code cleanup to make it more readable.

Why It's Good For The Game

Mod perms being tighter for adminbus, but better for actually adminning good good.
