Include 'writers' config value #2

Internally, I already have things seperated out into specalized writers. I don't see any reason why this couldnt be expanded on so people could make custom writers, like a changelog writer that would create balance changelogs.

Setting this up would be pretty simple, and I would expect the API to be very easy as well, since it will just be (stats, scripts, osiris).

Depending on the status of Norbyte/lslib#3, I need to make this a higher priority and include a stat.txt writer because having to rebuild these files by hand is a massive pain

After talking with Norbyte, I didn't realized the tool he was talking about was a txt -> stat converter. I need the other direction, so I will likely be creating this very soon. It's one of the most annoying things about this app right now.
