Suggestion: Add customizable cooldown for each potion #10

Would be nice to be able set cooldown on a specific potions, like Strength potions for example. Now you can only set cooldowns for the whole type of potions, such as Splash/Lingering/Potion, which is not very useful. @SirBlobman
