this was done from inside the XE8 ide, one enabled the ide closed and would not 
load again.

changed setting in the INI to vcl=0 and it worked again.

Can you check if you have the vcl styles files  (.vsf) in this location 
c:\Users\Public\Documents\Embarcadero\Studio\16.0\Styles ?
