I was fairly certain that space was a spawn requirement for the Turtles, I'll look into this,

So, this is odd, as I'm pretty certain Vanilla Spawning is supposed to stop mobs from spawning if they extend into neighboring blocks, but this doesn't seem to... work?

Manually implimenting a check also doesn't work, so I'm stumped currently on what to do.

Hmm, I'm pretty sure @ACGaming has some manual fix for mob spawning suffocation implemented into https://github.com/ACGaming/MoCreaturesExtended.
