[x] Closing complaints move them to another category with a new name. People with Staff role can do it.
[x] Moved old closing code to a new command "!delete", and only Admins can do it.
[x] When checking if a user already has a complaint, also check if it's in the category for complaints.

Both complaint creation and complaint archiving will ignore the category if the specified category in the config doesn't exist.
