Update references to 9.1 and SIF 2.0
Update target framework
Use new SIF XP0-SingleDeveloper config to install
Allow use of SIF prerequisites config
Use new SIF uninstall cmdlet to uninstall
Update to use new builtin Item.DescendsFrom method
Update to use new builtin AllTemplates computed field
