Feature Request: Imps Eye grants base bleed chance

Just a base ~5% for having 1 or more, the same way Predatory Instincts does crit chance or Shielding Core (from Aetherium) does shield.

Also, unrelatedly, setting Bison shield to 0 cooldown in the config makes it not hit at all instead of always being active.
