IE8 fix for Zack #23

Ewald needs to add extra tags so that IE8 can handle HTML5. Le sigh.

Also need to update headers and footers.

Added new headers and footers on qa branch. Ewald needs to script a S&R. Correct headers and footers in index.html and Grade4/01-life-and-living/chapter1.html

Headers and footers replaced. Works in IE9 now but still issues with Margin Kids in IE8. Zack testing now.
