Update libwally (and libsecp256k1) before the next release #85

libsecp256k1 v0.3.1 was released to fix a "constant-timeness" issue with Clang >=14.

Previous versions of nthKey were compiled with clang < 14. The new version of Clang was first shipped with Xcode 14.2 which was released in December 2022. nthKey v0.0.7 was shipped in November 2022.
