From AKS Release notes: From Kubernetes 1.23, containerd will be the default container runtime for Windows node pools. Docker support will be deprecated in Kubernetes 1.24. You are advised to test your workloads before Docker deprecation happens by following the documentation here. The Command and args is known work around for issue: https://github.com/containerd/containerd/issues/5067

Run deployments on the Build Agents as self-whitelisting did not work when multiple releases running at similar times (i.e windows build & linux build) The whitelist action would make the cluster busy from further updates This also removes the "Inception" element of the agents deploying themselves and doesn't depend on hosted agents.
