Add specific chaos - Githubissues

In addition to #23, we should also add specific chaos which would mess with a person's inputs.

Could have payment lengths shorted on lengthen
Could have down payments increase or decrease
Could duplicate or drop a payment item
- Maybe this is too much?
Temporarily adjust savings or retirement contributions (equally up and down? or mostly down?)
