Fixes to spawn eggs for pre-flattening. Right now, ALL spawn eggs are broken on 1.9 - 1.11. This PR changes around the tags and organization. With it applied, only 1.9+ spawn eggs are broken on 1.9 - 1.11. They are broken due to a bug in Skript's alias registration system, which I plan to patch soon over on the Skript repo.
