5219 x64 Interface Pack is unusable #25

I tried using the Interface-5219-x64.rar interface pack. (with release one-core-api binaries)

Start menu was broken
Explorer windows were broken
Barely anything in SysWOW64 was touched But the 5219 x64 shorthorn build seems to be fine. I followed all the steps in the readme (powered off once to copy files that were in use) and copied ntext.dll to vtdll.dll. What did I do wrong?

As far as I know, none of the x64 interface packs work. perhaps they did with older one core api or maybe without oca installed. Shame cause I'd really like to have 5219 aswel.
