ADS-B: converting dump1090 into a ROS2 node #1

The ADS-B sensor consists of hardware (USB dongle, antenna, filter, cables) and the open source software dump1090 (https://github.com/adsbxchange/dump1090-fa). The task is to create a ROS2 node with outputs from dump1090. During development the hardware isn't needed, dump1090 can output simulated data. Python preferred, but not necessary.

@Micky-G would you want to start on this issue (ros2) while i build #3 and #2 ? otherwise it will have to wait until i get the nix packages working.

A maintained drop in replacement I am using at adsb.lol (as well as on the feeder devicea!) is @wiedehopf's readsb.

If there are no strong reason for picking dump1090, I strongly recommend you use https://github.com/wiedehopf/readsb
