Introduce Notice Type Toggle

This will require implementing a tab complete system for commands. I may look into doing that myself.

Notice toggles are available, but in the future we should consider adding toggle type control to change between On, Off, and Chat.

• [ ] Refactor exclusions list to map UUIDs to Strings
• [ ] Within the printNewLocation() method of the movementHandler, refactor the code to check for the config type returned by the player's UUID
• [ ] Implement the necessary logic changes using the MessageHandler or return statement
