Update the "Monster Powers" compendium #30

Move the old items to a compendium folder for "V2"

Add new items from GGMM Page 16-21.

These should have the Names, Descriptions, and appropriate Icons from the foundry available icons.

The Descriptions should include relevant shortcodes to show scalar abilities.
