Update the CSS for Group Tabs so they're absolutely positioned at the top of the page. When the dials overflow, scrolling down should keep the group tabs visible in the top left of the screen at all times for easy navigation to another group.

Frozen Group Tabs were successfully implemented after some back and forth determining the least disruptive CSS properties to use.
