Direction of rotation depends on orientation of image
It's confusing enough that the Rotate arrow in shown as clockwise on the button while normal rotation is ccw, but the direction of rotation changes if the image is Flipped
Steps to recreate:
Reset Orientation - Rotate -> ccw rotation of the image
Reset Orientation - Flip - Rotate-> cw rotation of the image
Reset Orientation - Mirror - Rotate -> ccw rotation of the image
