Borg affection modules not working

Issue Summary

Hello I was playing as a dogborg and as per usual I got my affection modules, upon receiving them and trying to use them to interact with crew I found out that they didn't allow me to do so nor in normal nor combat mode.

• [DNM] Raises the minimum players required for some events.
• Creates Round removal opt-in (bootlegged off of nova's antag opt-in.)
• Adjustment of event multipliers and thresholds
• Re-adds MCR cell swapping

Reproduction:

Become a dogborg Recieve affection modules Try to use them to interact with crew.
