[Feature] [QoL] Save Player Scoreboard Preference #292

Is your feature request related to a problem? If /quests scoreboard is used the state does not persist between player sessions. Some players find this annoying since every time they log in they have to re-toggle the option.

Describe a possible solution I've received player feedback about the scoreboard. They wish the state to persist between re-logs regarding toggling the scoreboard.

Describe alternatives you've considered (optional) Perhaps a bool config option to enable this mechanic?
