Only GM can give epgp? #701

What steps will reproduce the problem?
1.Just having it on.

What is the expected output? What do you see instead?
Only GM can give out epgp

What version of the product are you using? What locale is your client (en,ru, 
kr, ch, es, tw)? 5.5.25
 What other addons do you have installed and what
versions? How many members do you have in your guild? (/guildinfo).
A few addons and about 150 or so .

Paste the text surrounded by -EPGP- in Guild Information here:
Decay: 12% BaseGP: 100 MinEP: 21000 Extras: 100%

If this is about http://www.epgpweb.com integration, what is the realm
and region of your guild?

Please provide any additional information below.
I am the only one that can give out epgp (GM) So if I cant make a raid then ppl 
cant get ep or gp. Why cant my officers do it no more. Since Cata I have had 
this issue.

Read the Wiki first - http://code.google.com/p/epgp/wiki/Home?tm=6 - and then 
make sure that your Officers can EDIT the Officer notes, and that the rest of 
the guild can read the officer notes.
