Add Humble support #15

This PR looks to build sllidar_ros2 package on humble ROS2 Release.

Commits include:

Fixing deprecated node_executable and node_name arguments in launch files.
Fixing a check in sdk that made building fail in Ubuntu 22.04.
Fixing how ROS2 parameters are declared due to change from Dynamic Parameters to Static Parameters Check Galactic Changelog

Thanks for porting the drivers to ROS2 @xkaraman ! I am happily using this code to run the lidar on my robot. I hope someone will merge this PR soon...
