WWW As a developer wanting to run the application locally and not have to install dependencies from scratch I would like to have my dependencies containerized

AC A dockerfile with dependencies that are containerized

One global docker runs backend and frontend (Composition)
- Front-end (work on this second - Jordan)
- Backend docker files (work on this first - Sashankh)
  - Sql data base
  - S3
  - pip depencies
