Investigation to add local S3

WWW Our current web-application works with having the need to connect externally to S3. There are a few ways to keep things local.

• Use something like localstack https://docs.localstack.cloud/user-guide/aws/s3/
• Another way is to depend on something like Minio, which is an S3 competitor for a blob store and does give you control, but during deployment we will have to figure out how to spin-up a Minio service
