Implement info button popup details [SCHOOL-160] #735

@chriscauley will do a initial implementation of opening something and showing all those values with rough/no styling, and then we'll pass the ticket or create a new one for @ryon to apply the UI polish

These details are meant to be shown with the "i" button is clicked or hovered:

Ryon suggested maybe a modal instead of a hover/popover—feel free to experiment with this concept, but there is no anticipated need for users to be able to interact with or be able to select/copy any of the details

@chriscauley FYI the visibility of the info button right now seems to be coupled to whether the drag bar/buttons are available (i.e. only when there are multiple portfolios available in the loaded panel). The info button should reveal on rollover even when the drag bar/buttons don't
