Empire4 map typo fix #22

Small Map:

Chjapas -> Chiapas

Large Map:

Chjapas -> Chiapas Tabaco -> Tabasco EIS (EiS) -> ElS (ELS)

Note:

These same maps should also be uploaded to vDiplomacy/variants/Empire1on1/resources/. GitHub doesn't let me fork both webDip and vDip at the same time, so I don't think I can add it there myself.

Thanks. The files could not be merged automatically with the pull request, but I was able to merge this manually.

Yeah... I'm not sure how to fork both webDip and vDip at the same time, so I had to do the pull from a webDip branch. At least it still worked!
