Unable to use stair cable facades upside down #4885

What happens:

When placing and/or rotating a cable facade painted to stairs, you are unable position the stairs upside down (large half on top).

What you expected to happen:

The facade would rotate to upside down stairs based on which side you used the wrench on, or based on number of rotations.

Steps to reproduce:

  1. Place down 3 ender energy conduits in a vertical pillar
  2. Place a cable facade painted to stone brick stairs on the middle of the three cables
  3. Attempt to rotate the facade so that the large portion is on top using a Yeta Wrench (all faces tried)

Affected Versions (Do not use "latest"):

Reproducible in enderio 5.0.33 with endercore 0.5.39
