Update Citing Slicer link #131

This updates the Citing Slicer link located on the main landing page in the Community section. It now matches the same link as the "Citing" option in the "About" navigation menu.

Thank you for the suggestion. I think this is the same change as proposed in #129.

@jcfr could you please merge either this or #129?
