start storescp (within slicer temp directory) --> receive data ----> confirm to user connection ok ------> ignore data (delete directory)

[x] add DICOM reception port in settings
[x] add button for accessing DICOMReceptionTestWidget easily from SliceTracker UI

DICOMReceptionTestWidget was added to SlicerDevelopmentToolbox and looks as follows.
