Changing version did not immediately trigger Destroy #117

When changing the Version or is Public in the configuration of an organization the Destroy command is not sent until the next provisioning command is processed. Consider moving this higher in the loop processing so that it is triggered when the configuration is changed. It is confusing to the User when the Dialog warns of a Destroy and it doesn't happen right away.
