Resolve ambiguity between Auto shutdown due to account funds exhaustion and auto shutdown due to expired capacity requests

There are two ways the cluster will "Auto" Shutdown. One is due to lack of funds. The other is due to capacity requests expiring and the org is configured to shutdown when the min nodes==0 and no capacity requests exist (they are all expired)
