Implement gold test set for ATL06-SR #203

Modify the atl06gs.py python script to use a select set of reference ground tracks in Greenland over a short latitude range (to be provided by Ben).

The error in calculation from ATL06-SR to ATL06 should be less than 10cm.

Need option for "perfect match" on segment id, where the ATL06-SR algorithm runs on exactly the segments that are provided in ATL03 and does not recalculate the segment extents.
