Config will not change harvest level #10

As said above, when I edit the config there is no change to the harvest level. I have changed both config options for tools, and materials to ("_log_changes"=true) and have checked the logs and there is nothing significant. I have no idea how to fix this but require it for the modifications of my personal pack. Thanks again.

Fix the config file
