Protecting Blocks consume energy even when disabled #109

Description (Required)

Any ProtectingBlock (such as SpaceHeater, CoolingUnit, and IonDisperser) will continue to consume energy even when it is disabled through the GUI.

Steps to reproduce the Issue (Required)

  1. Create an energy network with an energy source
  2. Add a SpaceHeater to the network
  3. Disable the SpaceHeater by right clicking the block and clicking disable
  4. Observe the energy level of the network

Expected behavior (Required)

No energy is consumed by a disabled ProtectingBlock.
