If a Player uses a Rocket to Return to the default World "Earth", they can set the coordinates to be outside of the world border therein Generating those chunks, if a server does not apply damage outside of the world border that can be extremely negative.
Steps to reproduce the Issue (Required)
Step 1, use a rocket to go to some non Earth planet.
Step 2, return to earth with coordinates outside of the world border
Expected behavior (Required)
For the rocket to either deny teleportation completely, or to land inside of the world border
