Rename (and eventually remove) the service that provides interface into legacy parameters #25

We have better naming conventions for our hats and services, and we know more about what we're likely to actually create in the future.

The parameters service on the auth brain is now too broadly namespaced (i.e. not namespaced) and should at the very least have a name that means don't use this.

The legacy parameters are deprecated and will be removed by v1.0 as part of #22
