There is no good handling of a tabbed view whose tab titles don't fit on the screen. Maximising the width of the page only goes so far - on lower DPI screens, or narrow screens, it just wraps and looks bad.
The only real consideration is that the selected tab should be stuck to the top of the card, so if we can achieve this, maybe the rest of the problem will go away.
Typically, in tabbed UIs on the desktop, the tab row with the selected tab in goes at the bottom, and the other rows above it. This way, some order is maintained, but not at the expense of visual congruity.
