Phenometrics PBR: enable/disable GUI upon initiation/disconnect #34

Phenometrics PBRs should have their GUIs locked/unlocked when DeviceControl is using the device and when it is not.

although PR is merged, there is a bug hotfixed in the code. Currently, we are waiting for the Phenometrics component to be fixed
