From JPype documentation Known Bugs/Limitations:

Because of lack of JVM support, you cannot shutdown the JVM and then restart it.
Structural issues prevent managing objects from more than one JVM at a time. https://jpype.readthedocs.io/en/latest/install.html#known-bugs-limitations

so i suggest the workflow with PSI java:

start JVM with added JVMController.startJVM()
then created PBR,GMS and GAS will use the same JVM not start new one
after using the Java enviroment shutdown JVM with JVMController.shutdownJVM()
