Update Schema #22

Update schema to reflect this change in SGr spec: https://github.com/SmartGridready/SGrSpecifications/pull/264 @Zupeuc please test with the XML i have provided to you. As it seems it needs an configurationlist even if the list is empty you may added it like this

    <configurationList>
    </configurationList>

Great, I will make the merge. Issue in hand is that all xml files will need it in our examples, will write Arnd to update the SGrSpecifications since I take all the samples from there.
