I have noticed that some scripts have their license header at the beginning (which is great), but not all of them do. So it would be a matter of contacting developers who have provided code without a license header, and ensuring that all future contributions state their license. As of now, for people who want to use the scripts, it is safest to use only those with license information.
It would be great if others could use this code, but as of now, no license is specified. This means that all code is copyrighted, and all rights reside with the authors. To rectify this, please consider an open-source license (such as the MIT or Apache License or the GPL). This would allow others to use the code.
