UTF-16 charset seems not to be working #4

Two related issues actually:

SmartlingApiExample.py does not test sending UTF-16 file. There is a bug on line 43: uploadData refers to the global variable, and therefore always uses data for non-UTF-16 test. Should be changed to self.uploadData.
Specifying uploadData.setCharset("UTF-16") makes uploading fail. I get urllib2.HTTPError: HTTP Error 400: Bad Request
