Bring back some features that disappear with the death of the RocektObservatory.

For context, here is the commit which disabled the old Observatory feature: https://github.com/SmartlyDressedGames/RocketMod/commit/37f65bb98ab5fa3d19fc0573bb9e00aa56f38347

I think the requests to Steam for account age and limited status were handled on the Observatory side, not by RocketMod itself. For this reason I think that it would make sense to put these features into a plugin that binds onCheckValidWithExplanation rather than as a new feature to RocketMod. Do you agree?
