Cant find Bullet punch #1897

Describe the Bug A clear and concise description of what the bug is. i need an ability called bullet punch and i see that i cant find it in the shop or npc's even the relearner cant find it and i used it on a pokemon that could learn it before To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

i dont understand what the problem is here
