Add a rule section for random tournaments or update /tournament rules

Which servers does this apply to? Please provide a list of which servers you'd like this suggestion to be implemented on. All

As it currently is, we're unable to update what /tournament rules displays to the player. These rules are the Pixelmon Battle Rules in use. Therefore, if anything, they'd have to be added to the /rules - I want to run this via @Rasgnarok and @AmsterDaan as they spearhead the community side of the network.

What rules would need to be added exactly though please?

Tournaments as a whole had a different set of hidden rules only EHs knew. It should be completely revised.
