Bot not posting a shoutout while on cooldown #10

Describe the bug When the bot should post a shoutout but it's on cooldown it throws an error

To Reproduce Request multiple shoutouts fast after each other

Expected behavior The Bot should have a queue and post it after the cooldown is over.
