Country List is attached to 'active' countries #9

The country list when adding/editing a new seller is directly attached to the enabled countries. If we want to select a different country, it's not possible.

The list of available countries should contain all countries.

Thank you for reporting. We will see to not use the list of authorized countries when adding or editing a seller.
